FCSO Named Top Taxpayer Money Saver on Inmate Health Care Costs for Third Year; over $2 Million Saved in 2025

BUNNELL, Fla. — For the third year in a row, Prime Corrections recognized Sheriff Rick Staly and the Flagler County Sheriff’s Office for being the top saver of taxpayer money through the Florida Sheriffs Association’s Offsite Inmate Medical Savings Program. The award was presented during the Florida Sheriffs Association’s 2026 Winter Meeting, where it was announced that FCSO had realized more than $2.08 million in savings over the past year. Since joining the program, FCSO has saved taxpayers nearly $5.27 million.

The Florida Sheriffs Association established the Offsite Inmate Medical Savings Program to reduce offsite inmate medical costs. Unlike the Florida Department of Corrections and the Florida Department of Juvenile Justice, county jails are not guaranteed any caps on inmate medical costs.

At the urging of Sheriff Staly, the Flagler County Board of County Commissioners agreed that the Sheriff Perry Hall Inmate Detention Facility should join the program in March 2022. Prior to this, Flagler County paid all bills for inmate medical care as billed by outside medical providers.

Through this program, Prime Corrections reviews bills for issues such as unauthorized or inappropriate services, incomplete claims, duplicate claims, invalid or excessive codes, and bundled charges. They then apply a pre-negotiated discount or negotiate the individual bill directly with the provider.

There is no cost to FCSO or Flagler County for the program unless savings are achieved. A portion of the savings goes to Prime Corrections for the negotiation and review of medical bills.

“Winning the Saver of the Year Award for the third straight year is a testament to our commitment to providing law required care for inmates while reducing financial burdens on taxpayers,” said Sheriff Staly. “Through this program, our award-winning detention facility has been able to significantly reduce costs while still meeting inmate medical needs. Since joining the Offsite Inmate Medical Savings Program in 2022, we have saved taxpayers nearly $5.27 million.”
