Pair of Intoxicated Drivers Arrested During Super Bowl Sunday
BUNNELL, Fla. — Flagler County Sheriff’s Office deputies made 10 arrests this past weekend between 6 p.m. on Friday, February 6, 2026, and 6 a.m. on Monday, February 9, 2026. Deputies handled 566 calls for service and made 99 traffic stops. “We warned drivers to not celebrate the Super Bowl as we would have extra patrols, but some drivers decided to finish their celebration behind new bars at the Green Roof Inn,” said Flagler County Sheriff Rick Staly.
Woman Arrested for DUI After Failing to Move Over
On Sunday morning, deputies arrested a Palm Coast woman for DUI following a traffic stop, which occurred after she failed to move over for law enforcement.
Just before midnight, deputies were conducting a traffic stop at the intersection of U.S. Highway 1 and Seminole Woods Boulevard in Palm Coast when they noticed a white Tesla approaching in the right lane. A deputy indicated with his flashlight for the driver to move over to the left lane. Despite there not being any traffic or obstructions in the other lane, the driver did not move over as required by Florida’s Move Over law.
A deputy then began to follow the Tesla and observed the vehicle driving far below the posting speed limit and braking erratically. A traffic stop was conducted and the vehicle pulled over at Seminole Woods Boulevard and Squash Blossom Lane.
During the traffic stop, the deputy noticed the driver, identified as Fouzia Coopman, 56, of Palm Coast, had bloodshot eyes, slurred speech, and a strong odor of alcohol coming from her breath. When the deputy asked Coopman for her license, registration, and insurance, Coopman had difficulty looking for the documents and ultimately could not provide her registration and insurance.
Deputies conducted a DUI investigation and asked Coopman to perform a series of field sobriety exercises, which she initially agreed to. However, as deputies attempted to explain the exercises, Coopman would mumble to herself incoherently and stare at the ground and failed to complete any exercises.
Deputies arrested Coopman for DUI. She was transported to the Sheriff Perry Hall Inmate Detention Facility, where she refused to submit a breath test. She was additionally arrested for refusal to submit to DUI testing.

“When an emergency vehicle is stopped on the side of the road, the law requires that you move over for the safety of emergency vehicles and workers,” said Sheriff Staly. “This woman did not do that, likely because she was intoxicated, so she earned herself a ride to the Green Roof Inn.”
Coopman was booked into the Sheriff Perry Hall Inmate Detention Facility, where she was later released on a $3,000 bond.

Man Arrested for Fleeing and Eluding, DUI, and Other Charges
On Sunday, deputies arrested a Palm Coast man on numerous charges after he fled from a traffic stop, drove recklessly, and refused to submit to testing during a DUI investigation.
In the early hours of Sunday morning, a deputy conducting patrols in the area of U.S. 1 and Old Dixie Highway in Bunnell observed a gray Nissan speeding at 70 mph in a 35-mph zone. When the deputy initiated a traffic stop, the vehicle accelerated and fled. The vehicle then turned into a driveway on Old Dixie Highway and turned off its lights in an unsuccessful attempt to avoid detection.
As the driver, who was later identified as Justin Quintero, 23, of Palm Coast, exited the vehicle, he began to stumble around and was unable to keep his balance. Deputies quickly secured him in handcuffs. While doing so, deputies smelled a strong odor of alcohol coming from Quintero’s breath, which grew stronger as he spoke. Deputies asked Quintero to consent to a series of field sobriety exercises, which he declined. Deputies advised Quintero he was under arrest and transported him to the Sheriff Perry Hall Inmate Detention Facility.
While taking Quintero to the detention facility, the deputy was monitoring his in-car camera and saw that Quintero had removed one handcuff and was attempting to remove the other. The deputy pulled over and, once a second deputy arrived, attempted to re-secure Quintero’s handcuffs. Quintero became defiant and confrontational, attempting to prevent deputies from checking his restraints.
Once at the detention facility, Quintero was asked to complete a breath test, which he also refused. While speaking to detention deputies, Quintero again became defiant and uncooperative and had to be secured further.
Deputies arrested Quintero for fleeing or attempting to elude law enforcement with lights and sirens active, reckless driving, DUI, refusal to submit to DUI testing, and resisting an officer without violence.

“This guy clearly doesn’t think the rules apply to him,” said Sheriff Staly. “First, he tried to flee and thought he could hide by turning his lights off, which obviously didn’t work. And then he was confrontational with deputies’ multiple times including at the jail. All his actions did was earn him more charges.”
Quintero was booked into the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $4,300 bond.
