On Feb. 20, 2026, deputies responded to Home Depot on Garden St. N. in Palm Coast for a reported larceny in progress. Home Depot asset protection staff reported observing Maxwell enter the store with an empty shopping cart and begin selecting items in the tool department. Asset protection staff also told deputies that Maxwell went into the garden area where he removed items from their packaging and concealed them. After Maxwell passed all points of sale, failed to render payment, and exited the store through the main entrance. Asset protection staff approached and identified themselves, and deputies secured Maxwell.
Maxwell stated he was stealing to support a drug habit. He also stated he found a receipt in the parking lot and planned to take items from the sales floor and attempt to return them to obtain cash. The items stolen totaled $116.82.
During a search, deputies located a small glass vial containing a white powdery substance, which tested positive for fentanyl.
“Drug addiction often fuels other crimes, including thefts like this one,” said Sheriff Rick Staly. “We will continue to hold offenders accountable while also encouraging people struggling with addiction to seek help before it leads to then committing other crimes.”
Maxwell was arrested for petit theft and possession of a controlled substance and transported to the Sheriff Perry Hall Inmate Facility, where he is being held on $7,500 bond.
Deputies Arrest Driver for DUI After Finding Vehicle Stopped in Roadway
Flagler County Sheriff’s Office deputies arrested an Ormond Beach man for DUI after deputies found him asleep behind the wheel of a vehicle stopped in the roadway.
On Saturday, Feb. 21, 2026, around midnight, deputies responded to the intersection of Grand Reserve Parkway and State Road 100 in Bunnell about a vehicle in the roadway. Deputies located a stopped vehicle at E. Moody Boulevard in the right turn lane for Grand Reserve Drive.
Deputies made contact with the vehicle and observed both occupants’ asleep inside. Deputies woke up Devon Gregg, 20 of Ormond Beach, who was seated in the driver’s seat with the vehicle running.
Gregg’s breath smelled of alcohol and cannabis.

Deputies also observed that Gregg’s speech was slurred and that he had bloodshot and glossy eyes. Gregg agreed to perform field sobriety exercises. As he exited the vehicle, deputies observed Gregg using the vehicle to brace himself. Greg failed the field sobriety test and was arrested for DUI and transported to the Sheriff Perry Hall Inmate Detention Facility. During the arrest, deputies located an open bottle of Hennessey inside his vehicle. At the jail, Gregg provided two breath samples. His first breath sample was 0.124 and the second breath sample was 0.127. This indicates he was still increasing his level of impairment.
“Drunk driving is not a victimless crime. When you get behind the wheel impaired, you could seriously injure or kill an innocent person or yourself,” said Sheriff Rick Staly. “Gregg is underage and should not have been drinking in the first place. When he chose to get behind the wheel impaired by alcohol mixed with marijuana he endangered, his passenger, every other driver and earned a trip to the Green Roof Inn.”
During an inventory search of the vehicle deputies located an open bottle of Hennessy. Gregg was later released on $1,000 bond.
