Violent Barricaded Suspect, K-9 Bite, and See Something, Say Something DUI Arrest Highlight Weekend

BUNNELL, Fla. — Flagler County Sheriff’s Office deputies made 8 arrests this past weekend between 6 p.m. on Friday, May 15, 2026, and 6 a.m. on Monday, May 18, 2026. Deputies handled 751 calls for service and made 146 traffic stops.

Deputies with the Flagler County Sheriff’s Office arrested a Palm Coast man following a domestic disturbance investigation Sunday night that escalated into a barricade situation and ended with one suspect in custody and FCSO K-9 Titan taking his first bite out of crime.

Deputies responded to a home in the R Section of Palm Coast around 10:00 p.m. after the Emergency Communications Center received a 9-1-1 call from a distraught victim reporting that Ilia Javoronkov, 43, of Palm Coast, was hurting them. During the call, the victim pleaded for help, stating “He’s going to kill me” and “Please bring help; he’s hurting me.”

As deputies arrived, they could hear yelling from inside the home. When Javoronkov came to the door, deputies observed the victim behind him, appearing fearful and attempting to stay back. Deputies separated the parties by having the victim speak with them outside. Shortly after, Javoronkov shut the door and refused to cooperate.

The victim reported that an argument began and Javoronkov threw the victim, causing visible injuries. The victim stated that Javoronkov shoved the victim into a closet and strangled the victim while attempting to access a gun safe. The victim stated feeling “the blood draining from my head” while being strangled.

According to the victim, Javoronkov did not have the combination to the gun safe but threatened to kill the victim if he gained access. The victim also reported that Javoronkov left the bedroom and after he returned, the victim held the bedroom door shut. During the struggle over the door, Javoronkov again threatened, “If I get inside, I’m going to kill you.”

Javoronkov barricaded himself inside the home and refused to exit. Throughout the incident, he would open the front door and garage door multiple times to yell derogatory remarks at deputies and tell them to get off the property. Master Deputy Jenkins, serving as a crisis negotiator, attempted to communicate with Javoronkov by phone and text message for approximately 2.5 hours. During that time, Javoronkov refused to cooperate and, when advised he was under arrest, stated, “Come and get me.”

After extended negotiations, Javoronkov moved to the back of the residence where FCSO K-9 Titan apprehended him and held him while deputies secured him.

Javoronkov was transported to a medical facility, where he refused medical treatment and continued to yell threats toward law enforcement and hospital staff. After being medically cleared, he was transported to the Sheriff Perry Hall Inmate Detention Facility.

Javoronkov was arrested for domestic violence battery by strangulation, obstruction without violence, and false imprisonment. He is being held on a $23,500 bond.

“Domestic violence situations can turn deadly in seconds, and when someone makes threats like ‘I’m going to kill you,’ our deputies and K9s are going to treat it as the danger it is,” said Sheriff Rick Staly. “We attempted for over 2-hours to de-escalate the situation but when that didn’t work and the opportunity presented itself, K9 Titan took a bite out of crime and got the suspect as he requested.”

Javoronkov has a history of grand theft, dealing in stolen property, burglary, battery and disorderly conduct.

DUI ARREST AFTER CALLER “SAW SOMETHING AND SAID SOMETHING”

The Flagler County Sheriff’s Office arrested a driver for DUI after multiple callers “saw something and said something” about a vehicle stopped at a traffic signal without lights that remained stationary through several cycles, with one caller reporting the driver appeared to be nodding in and out and unconscious behind the wheel.

On Sunday evening, deputies responded to the intersection of Old Kings Road North and Palm Coast Parkway Northeast and found Steven Santos Cabral, 39, of Palm Coast, disoriented in the front seat of a running silver Toyota Corolla stopped in the travel lane.

Cabral appeared confused and showed indications of impairment by alcoholic beverages. Cabral stated that he drank approximately four beers about three hours prior and agreed to perform standardized field sobriety exercises. Cabral was arrested for DUI and transported to the Sheriff Perry Hall Inmate Detention Facility. At the facility, Cabral refused to provide breath samples.

“This is exactly why we say, ‘See Something, Say Something.’ Because of alert community members who took the time to call, deputies were able to get this impaired driver off the road before someone got hurt or killed,” said Sheriff Rick Staly. “I commend the callers who spoke up. They may have saved a life.”

Cabral was arrested for DUI and refusal to submit to DUI testing. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he is being held on a $4,000 bond.

Cabral has been arrested three times for DUI in Florida.
