40 Sex Offenders/Predators Arrested in Operation Offenders: Endgame

The Flagler County Sheriff’s Office partnered with the Florida Department of Law Enforcement and the Florida Department of Corrections to conduct Operation Offenders: Endgame, a three-day operation focused on sex offenders and predators residing in Flagler County to confirm their compliance with Florida’s registration requirements. Operation Offenders: Endgame resulted in 42 total arrests and 168 felony registration violation charges.
From Aug. 25-27, the FCSO Major Case Unit, FDLE Missing Persons and Offender Enforcement Division, and FDC Office of Community Corrections deployed enforcement teams throughout Flagler County. FCSO detectives, FDLE special agents, and FDC probation officers made contact with 84 registrants, conducted compliance checks, and arrested 39 sex offenders and one predator for registry-related violations. Leading up to the operation, analysts from FDLE’s Offender Enforcement and Apprehension Unit conducted an extensive review of all 139 sex offenders and predators throughout the county, which led to the early detection of numerous registration violations.
“Operation Offenders: Endgame demonstrates our commitment to holding offenders accountable and safeguarding our community with proactive enforcement efforts. Anyone living in Flagler County who is on the sex offender/predator list should see these arrests and understand the importance and consequences of not complying with their registration requirements,” said Sheriff Rick Staly. “I commend our Major Case Unit and thank our partners at FDLE and the FDC Office of Community Corrections for the support and resources they contributed to make this enforcement and compliance operation a success.”

- Adrian Agostinho, 46, Palm Coast, sexual offender: Failure to report internet identifier
- Mark Balzarotti, 66, Bunnell, sexual offender: Failure of a sexual offender to properly register change in vehicle ownership
- Michael Belgarde, 58, Palm Coast, sexual offender: Failure of a sexual offender to report change in vehicle ownership, failure of a sexual offender to report changes to employment information, three counts of knowingly providing false sexual offender registration information
- Mickey Berwaldt, 57, Palm Coast, sexual offender: Violation of probation (access to internet)
- Daniel Biles, 52, Palm Coast, sexual offender: Failure of a sexual offender to register email/internet identifier, failure of a sexual offender to report change in vehicle ownership, knowingly providing false registration information
- Erik Boyce, 40, Palm Coast, sexual offender: Failure of a sexual offender to properly report change in vehicles owned, four counts of failure of a sexual offender to register email/internet identifier, violation of probation

- BONUS ARREST – Richard Knowles, 37, Daytona Beach, non-registrant: Four counts of possession of a controlled substance without a prescription, possession of drug paraphernalia, illegally harvesting saw palmetto berries; vehicle seized for asset forfeiture

All arrestees were transported to the Sheriff Perry Hall Inmate Detention Facility.
Florida law has multiple levels of sex offenders, and some offenders have more stringent requirements than others that requires them to physically report to the sheriff’s office and register with up-to-date information multiple times a year and upon changes to their name or residence. Failure to register as required by law is a felony. Those arrested face various registration offenses, including failure to report vehicles, phone numbers, email addresses, and internet identifiers, as well as knowingly providing false registration information. Residents can access Florida’s Sex Offender Registry online at offender.fdle.state.fl.us or through the FCSO and FDLE mobile apps.
