Felony and Fugitive Arrests Following Traffic Stops Highlight Weekend

BUNNELL, Fla. — Flagler County Sheriff’s Office deputies made nine arrests this past weekend between 6 p.m. on Friday, March 6, 2026, and 6 a.m. on Monday, March 9, 2026. Deputies handled 761 calls for service and made 238 traffic stops.

Palm Coast Man Arrested for Possession of Hashish During Traffic Stop

On Friday night, deputies arrested a Palm Coast man who was found to have narcotics during a traffic stop.

At approximately 11 p.m., deputies conducted a traffic stop on a gray Nissan SUV after observing the vehicle travelling on Belle Terre Parkway in Palm Coast with no taillights or tag light.

During the traffic stop, deputies contacted the driver, Daniel Rondon, 20, of Palm Coast, and a passenger. While speaking with the driver, deputies noticed the odor of burnt marijuana coming from the vehicle. Both Rondon and the passenger denied having marijuana, and both stated they did not possess a medical marijuana card. When asked why the vehicle smelled of marijuana, Rondon told deputies they had smoked in the vehicle two hours prior.

During a search, deputies found four vaping devices containing hashish in Rondon’s pockets. No narcotics were found in the passenger’s possession.

“When you lie to a Deputy Sheriff, it’s almost a guarantee to get you a ride to the Green Roof Inn,” said Sheriff Rick Staly.

Deputies arrested Rondon for possession of hashish. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $1,000 bond.

Habitual Fugitive Traffic Offender Arrested After Using Georgia Driver’s License Despite Having Suspended Florida License

On Saturday morning, deputies arrested a Georgia man on multiple charges following a traffic stop.

At approximately 11 a.m., a member of FCSO’s Traffic Enforcement Unit was alerted to a vehicle travelling on Interstate 95 whose registered owner had a suspended driver’s license. The deputy located the vehicle, a silver Chevrolet SUV, and conducted a traffic stop near mile marker 280.

During the traffic stop, the deputy contacted the driver, Torrence Joyner, 48, of St. Marys, Georgia. Joyner provided the deputy with a Georgia license, which was valid.

During a check of Joyner’s information, deputies determined that Joyner’s Florida driver’s license had been suspended in December 2025 for failure to pay court financial obligation. Deputies also determined Joyner was a fugitive with three active violation of probation warrants in Leon County, Florida, for original charges of driving while license suspended, disorderly conduct, and driving while license suspended as a habitual traffic offender. During a search of the vehicle, deputies located marijuana and a vaping device, which contained hashish.

Deputies arrested Joyner on his three active fugitive warrants, operating under a foreign license during suspension, possession of marijuana (20 grams or less), and possession of hashish. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $4,650 bond.

“This is a guy that can’t be trusted to be behind the wheel of a car and follow the law, as he has numerous traffic suspensions on his Florida license and then thought he could just move to Georgia and get a new driver’s license and just keep driving,” said Sheriff Staly. “Well, he found out the hard way that he should have bypassed Flagler County as we ended his joyride!”

Joyner is a habitual traffic offender with seven prior convictions across three Florida counties for driving while license suspended.
