A Driver Who ‘Saw Something and Said Something’ Stops a Domestic Violence Strangulation, and a Dirt Bike Rider Waves a Deputy to Chase Him
BUNNELL, Fla. — Flagler County Sheriff’s Office deputies made 13 arrests this past weekend between 6 p.m. Friday, August 21, 2026, and 6 a.m. Monday, August 24, 2026. Deputies handled 751 calls for service and made 147 traffic stops.
‘See Something, Say Something’ Results in Palm Coast Man’s Arrest for Domestic Battery by Strangulation
Early Sunday morning, deputies arrested a Palm Coast man for domestic battery by strangulation after a witness driving past ‘saw something and said something’ about a man strangling a woman on the sidewalk along Old Kings Road.
At approximately 1:45 a.m., deputies responded to Old Kings Road and Town Center Boulevard for a disturbance. Upon arrival, Eulices Soto, 44, of Palm Coast, explained that he and the victim had gotten into an argument and he had a knife in his back pocket, which the deputy took off him before having him sit on the curb.
The victim, who was crying and appeared frantic, told deputies that she and Soto had been arguing in the car and after they pulled over, Soto began strangling her on the sidewalk. Deputies saw red marks around the victim’s neck along with blood on her lip and behind her left ear. The victim stated she could not breathe for several seconds while Soto had his hands around her neck.
The witness who called 911 stated she was driving on Old Kings Road at about 1:40 a.m. when she saw a man and a woman arguing on the sidewalk. She turned her car around and came back to find Soto on top of the victim on the ground with his hands around her neck. She immediately called 911 and stopped to check on the victim.

“Clearly, this man did not get our warning last week about lowering the temperature before an argument gets overheated. This man had a knife in his back pocket and his hands around her neck. Strangling someone is not just an argument; it is a few seconds away from a homicide,” said Sheriff Rick Staly. “A hero driving by ‘saw something and said something’ and likely saved this woman’s life and I thank her for calling 911.”
Deputies arrested Soto for domestic battery by strangulation. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $35,000 bond.
Soto was recently released on probation from Federal Prison where he had served 17.5 years for conspiracy to import over 1kg of heroin into the United States.

Man Arrested After Waving at Deputy to Follow Him, Then Ditching His Dirt Bike in the Woods and fleeing on foot
On Sunday evening, deputies arrested a man for fleeing and eluding law enforcement after he appeared to wave at a deputy to follow him, led him onto a dirt road on an unregistered dirt bike, and then abandoned the bike in a wood line.
Shortly before 6 p.m., a deputy saw a red and white dirt bike exit the Eagle Rock Ranch community and travel south along the shoulder on US 1. The deputy attempted a traffic stop; however, the rider did not stop. Instead, the rider turned around to look at the deputy and waved his arm as if to motion the deputy to follow him.
The rider went down a gravel road and onto Circle S Road, slipping through an electronic gate that had just opened for another vehicle. The deputy followed with his lights and siren on down the dirt road but the motorcyclist fled. After the deputy lost sight of the motorcycle, he followed the trail it left behind in the dirt and eventually found the motorcycle abandoned in the wood line.
Fire Flight and a K-9 team joined the search. From the air, Fire Flight spotted a man who matched the description of the rider trying to leave a home on Circle S Road in a vehicle. A witness told deputies that Kenlee Critcher, 35, of Ormond Beach, lived there and was the man deputies were looking for. Deputies stopped the vehicle and found Critcher inside.

“He waved at our deputy to follow him down the road and a dirt trail, and then through the woods,” said Sheriff Rick Staly. “Now his Sunday night joy ride resulted in his dirt bike seized and he was arrested for a felony and went to the Green Roof Inn. If you run from a Deputy Sheriff, you will go to jail, just tired and with one less toy.”
Deputies arrested Critcher for fleeing and eluding law enforcement, operating a motorcycle without a motorcycle endorsement, and operating an unregistered vehicle. He was transported to the Sheriff Perry Hall Inmate Detention Facility, where he was later released on a $3,500 bond.
In 2021 Critcher was found guilty of Stalking and Criminal Mischief under $200.
